Changing unsustainable production and consumption patterns is one of the three overarching themes and objectives of the Johannesburg Plan of Implementation (JPoI), which states that "Fundamental changes in the way societies produce and consume are indispensable for achieving global sustainable development" (Ch. III, p. 7); this is an echo to what Agenda 21 already highlights in Chapter 4, "Changing Consumption Patterns". One of the specific actions proposed is the development of a 10-year framework of programmes, now known as the Marrakech Process that was begun at the
International Expert Meeting on Sustainable Consumption and Production held in Marrakech, Morocco in June 2003.
