
The “Environment for Europe” (EfE) process is a unique partnership of the member States within the UNECE region, organizations of the United Nations system represented in the region, other intergovernmental organizations, regional environment centres, non-governmental organizations and other major groups. The United Nations Economic Commission for Europe (UNECE), which has been closely associated with the “Environment for Europe” process since the beginning, serves as secretariat to the process.
The 1991 Dobris EfE Ministerial Conference called for a comprehensive assessment of Europe's environment and envisaged the development of an Environmental Programme of Europe. The 1995 Sofia Conference endorsed the Programme, which sets long-term environmental priorities at the pan-European level and to make Agenda 21 more operational in the European context, particularly its provision relating to the integration of environmental policy with other policies. The Fourth Ministerial EfE Conference took place in Aarhus, Denmark, from 23 to 25 June 1998. This Conference adopted the Convention on Access to Information, Public Participation in Decision-making and Access to Justice in Environmental Matters.
The Sixth Ministerial EfE Conference will take place in Belgrade, Serbia, from 10 to 12 October 2007.
ANPED was invited by ECO-Forum to prepare a first draft for an NGO position paper on Sustainable Production and Consumption for the Environment for Europe meeting in Belgrade. The key elements for such a paper were developed and agree during the ANPED Annual General Meeting (7-9 September 2006, Kiev) and subsequently further developed by members of the ANPED SPAC Working Group.
The NGO position paper On the Road to Belgrade EfE 2007: Making Sustainable Production and Consumption an Overarching Objective for Europe is the result of further and wider consultations and discussions involving the ECO-Forum membership and Issue Groups. The paper has been shared with the EfE Working Group of Senior Officials during the last meeting of the WGSO on 12-13 October 2006. ANPED will continue to play an active lead role in any further development of the position paper.
